Steps to become a driver with us as a NWLDC Private Hire or Hackney

  1. Apply for Enhanced DBS DBS Check Online | Criminal Record Check | Care Check
  2. Apply for ‘Medical Test’ with your local GP.
  3. Apply for driver assessment (Not required if already done and have a certificate) (See links below)

  1. Apply for Knowledge Test (Private hire drivers are only tested on Council Bylaws ) NWLDC Knowledge Test
  2. Set up appointment for our CYC garage (We won’t charge for Pre-inspection of vehicle for the test)
  3. Ensure fire extinguisher & first aid kit is available in the car when going for vehicle test.
  4. Check Quotes for Hire & Reward Insurance (Aviva, ZEGO, Acorn)
  5. Apply for vehicle plate. (Can go for Vehicle Test Without PHV Insurance, Only Apply if Car is ready cancellation charges apply from the council. £59)
  6. Apply for Hire & Reward Insurance or Extend your existing one.
  7. Make sure to apply for Update Service for DBS to avoid additional fees

Documents Required:

You will need the following documents either in scanned or photo format on your device to complete the online form and be ready to make the payment electronically on submission:

  1. A passport sized photograph
  2. Photo driving licence (both sides)
  3. Enhanced Disclosure & Barring Service (DBS) Certificate
  4. DVLA check code. Check code can be obtained by using the following link: DVLA Check Code
  5. Driving Licence Mandate Form which can be downloaded via this link: Mandate Form (Please print this form and complete, scan and upload as part of your application.)
  6. Practical driving assessment pass certificate. Currently NWLDC accepts the following providers of this assessment:

In addition, you will need to:

  1. Complete a Group 2 DVLA medical questionnaire. This form can be downloaded via this link: Medical Questionnaire
  2. Pay and pass a Private Hire or Hackney Carriage Knowledge Test
  3. Read HMRC Guidance on what you need to do to be properly registered for tax in the future (for renewals you will be required to provide a Tax Check Code)

  4. Documentation to comply with the Immigration Act. If you have a UK passport then the share code for the right to work isn’t needed.

Other requirements:

  1. Be a ‘fit and proper’ person
  2. Understand and speak English
  3. Disclose any criminal convictions – failure to include convictions could result in your application being refused. Please note that taxi driving is an exempt occupation therefore convictions never expire
